It's fairness, it's righteousness, it's getting what's due to you (or them). It’s the Tagalog version of 'I want to speak to the manager!' but for the whole system.
Likely from a root like Visayan `tarong` (straight, right), with `ka-` and `-an` affixes. It denotes the quality of being right or straight. The English word 'justice' is often used as a synonym.
