This is the 'peeling' you don't want to be on the receiving end of. It's the Tagalog street version of 'to thrash' or 'to beat someone to a pulp'. Think action movie fight scene, but in a local kanto. 'Uupakan kita!' is the PH equivalent of 'You're gonna get it!'
This is slang and is considered aggressive and informal.
