This is the human equivalent of a hyperactive puppy. It can mean a kid who can't sit still (malikot) or an adult who's a little *too* friendly and touchy-feely (malandi). When someone is being maharot, there's a playful, sometimes flirty, energy that can be either charming or annoying, depending on who's doing it and who's receiving it. It's the 'ang kulit mo!' that comes with a little side-eye.
