It's also used to describe someone so evil, it's like they have no fear of divine punishment. "Ninakawan na nga yung matanda, binugbog pa? Walang-Diyos talaga!" It's a way of saying someone has crossed a major moral line.
From 'wala' (none, without) + 'Diyos' (God).
