This is different from "walang-lakas" (physically weak). Walang-loob is about a lack of inner strength or guts. It's that person who wants to ask for a promotion but can't bring themselves to talk to the boss. Or someone who sees an injustice but is too scared to speak up. They have no 'fire in the belly'. Basically, duwag.
